Control all drops

I was thinking, i dont know if there is already something like this, i have searched but please tell me if i missed something and what it is,
Anyway the idea is specialised for survival servers. Where you can customise drops for anyblock/item thats not player placed. So for example mining iron ore wont always give iron ore, it could instead give nothing, or maybe in future updates you can customize it so it might drop something like 2 iron ect.
I would want this to work with percentages. Anyway any help would be appreciated.

Well, you could look at BlockBreakEvent - here you can control drops from the block the player mined.

 

Afaik there already is a plugin that does this. I don't know its name though, sorry.
