Contraband Inventory Search

What I want: I need a plugin that allows my players to join the police force and get a baton (stick) and when they right click a player with it they can search their inventory (or if it is easier just remove the items instantly) from a blacklist of "contraband" items and receive money related to how big of a bust they got. I would like them to have to wear a certain type of armor (blue leather) and be inside certain regions. I would appreciate any help
Ideas for commands: /police join /police leave
Ideas for permissions: police.invsee.region
When I'd like it by: As Soon As possible but within a month

 

Would like to know more about the plugin. Like when you mean contraband items you mean items with a specific name or just the material of the item itself. How would you like the bust to be calculated (like the amount of the items, the quality of the items). Also i can't understand what you mean by "be inside certain regions.", you mean they have to be in that region to operate as a police man or what?.
