Filled Console Enchant

Minecraft version: Spigot 1.8.8

Suggested name: ConsoleEnchant

What I want: I would like a plugin where your could enchant whatever is in a players hand from a command. I would like it also to go up to 127. Only enchantable items should be enchanted for instance there shouldn't be sharp 10 on a diamond chestplate. Thanks very much

Ideas for commands: cenchant (player) (enchant) (level)

Ideas for permissions: None it would be run from the console.

When I'd like it by: ASAP
