Connection crashes when trying to kill bukkit

I reloaded the server to change a few permissions and the server crashed. When I looked at the processes bukkit was still running. I have tried to kill it in many different ways but none have worked. I have even removed java and bukkit completely, still no success, When I try to then launch bukkit again, it says that port 25565 is blocked

Server is running Ubuntu 12.04.3.
