I've seen this on a few other servers before, commandshops. Where you can do /buy and /sell for a configurable amount of money. No permissions And make it so you can blacklist*block* sellable/buyable items
Essentials does this but perms are required. Otherwise, you should probably do a search for shops in the economy category on BukkitDev.
CdoingBaddie There are a ridiculous amount of economy plugins on BukkitDev. Try searching there first, if you haven't already, and see if there is something that suits your needs If not, post on here to let devs know whether or not to do this for you
