Clans/Nations Plugin (Possibly a Factions Addon)

Hey guys, Im here looking for a possible factions addon or a factions like plugin. I am in search of a plugin that would create "nations" that would let players that join a certain nation and create factions within the nation. Players within the same nation would not be able to kill/raid each other, but would only be able to raid faction that consist in other nations. For example, If I had USA as one nation, and China as the other, players from china would not be able to raid each other, but would be able to raid players from USA, and vice versa. If someone could create such a plugin, it would be amazing.
