   Hi I need help with citizens 2... When I download it and do /pl it's name is in red and I'm using the lates build and I have spigot 1.8.3.. I've tried different builds and even tried the old citizens but nothing works! Please help!

   if you are using latest build, its most likely either failed to create a config, and otherwise turned off, im using a citizens version i found on their wiki page as it wasnt findable on spigot/bukkit at the time. but to my guess its just offline.
   
   Edit: Also check the logs, if there is an error its best to show it so the devs know what might cause it, either a packets or something can also interfere.
