Chunk regenerator needed for my server!

Plugin category: Admin Tool - WorldGenerator
Minecraft version:1.9 (If possible 1.10 too)
Suggested name: Chunk ReGenerator
What I want:
I want a plugin that regenerats a chunk that no one has visitaed for a while, For an example if i as player would visit a chunk and take all the diamonds in that chunk i want the plugin to regenerate the chunk so it creates a whole new chunk there, And i want it to only regenerate if
-No players has visited it in a time period
-No player has built in that or any chunk around it

Ideas for commands: /REC all (Would regenerate all the chunks that has not been inhabited etc) /Rec Stop (Would stop the plugin completly) /rec start (Would start the plugin again)
Ideas for permissions:
Rec.* (Give a player all the commands)
Rec.Stop(would give a player permission to stop the plugin)
Rec.Start(would give a player permission to start the plugin)
When I'd like it by:
Anytime you have time!

You can manually regenerate chunks with WorldEdit, however automatically regenerating unused chunks with it would be extremely slow on large maps.
