Suggested name: ChestPadlock

What I want: Very simple chest protection. There's an item, (perhaps a gold nugget) that serves as a chest padlock. When you right-click a chest with said padlock, the chest becomes locked. When locked, a chest can only be opened by the person who originally locked the chest, aka the owner. For the owner to open the chest, the padlock item isn't necessary. If the owner uses the padlocked item on his own already locked chest, the lock is removed and it goes back to being a normal chest, with no restrictions.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: Nothing necessary for my purposes, but maybe padlock.bypass for admins and padlock.useitem to lock chests in the first place.

Ideas for config: Nothing necessary for my purposes, but you could make the padlock item configurable. I just want it to be a gold nugget.
