Check if player already loaded resources packs

    As title, is there any way to check if the player already loaded resources packs? Due to players will redownload and load the same resource packs when they go to different servers in bungee cord. I have tried PlayerResourcePackStatusEvent but it doesn't seem to be able to achieve what I need.
    Can anyone give me a hand, thx.

    Bungeecord requires offline mode.
    Offline mode is not supported by Bukkit
