Changing the time blocks need in order to break (using Spout?)

Hey,

I've come across the point where I'd like to modify the time blocks take
in order to bread depending on your position.
Is this in any way possible, perhaps using Spout?
Btw, is there already a Spout dev-build out for 1.0?
