Changing Nametag but keeping skin?

I was wondering if it is possible to keep a player's name tag but keep their skin. I'm not sure if this is the same thing but I saw something like it in the Dev build of the Citizens plugin. I think this would be pretty cool it were to be possible.

These are not the correct skins according to the nametag as player SugarBlood01 should have the skin of 598Johnn897 and visa versa. These are Citizens NPCs and I was wondering if it works the same for players and how to do so.

There is a resource made to change a skin without affecting the name tag for. 1.7.9. I guess you can check it out; it's pretty cool!
