   Is there a plugin were only a certain group may be able to use a certain item such a potion or enderpearl? The Groups are from Group Manager.
   I saw on some other servers were only this group would be able to use potions.
   If this plugin already exists then can you send me a link to it thank you!

   There are hundreds of plugins that can do this.
   
   I'd suggest worldguard or modifyword
