can't figure out why members can't use commands

I am running these plugins and something is stopping my regular members from using any command. If anyone would have any idea what plugin would be doing it let me know. I have tried putting permissions on but I can't seem to figure it permissions out. If you know a really good tutorial and a good permissions plugin that would be very useful to me thank you

try without essentials, and what if you OP a player?

I am using bPermissions, and I was able to set it up quite easy. (an ingame command generated an example file, which contained a lot of permission nodes)

You have acceptrules, never used that plugin, but maybe it blocks commands as long as people didn't accept the rules?
