Solved Can't eat at 9 hunger bars

Hi! I'm currently developing a prison server and upon logging in on another account to test some things, I noticed that I cannot eat when at 9 hunger bars. Even on my opped main account, I cannot eat while at 9. 8 1/2 works perfectly, but 9 or 9 1/2 hunger bars and I cannot eat. I can send any configs/information needed, please respond ASAP as I'm planning to launch soon and this is a very annoying glitch! Thanks.

UPDATE: It seems as though after eating when below 9 hunger, it acts as if 9 is the max amount of hunger bars. Please help. Thanks!

Solved (was a problem with the BetterCombat config)
