Can i use essentials or worldedit on singleplayer, without forge?

Hey, i'm new to the forums, just created an account today (1/10/17) i had worldedit and essentials on a multiplayer server about 1.5-2 years ago but haven't played much since and i had someone set it up for me, and i never got experience setting it up. and i was wondering if i could do something to get worldedit on a singleplayer world, because i'm in the process of creating a map but, worldedit makes it go a lot faster. any help would be appreciated.

@timtower a LAN server? i downloaded worldedit but idk what to do with it now. and where can i download the bukkit server? ive been all over bukkit and some parts of the spigot website and they both say there is no download for the server right now

You have to use spigot's buildtools to build the jar file. Go to here to learn how to use buildtools.
