Bukkit-Side Portforwarding Troubles

Hello everyone, I have been having port forwarding troubles and am hoping someone can help. I have the 'Netgear N600 Wireless Dual Band Router model WNDR3400' I have followed all the steps to portforward the Minecraft port (25565) and have even walked one of my friends through it and it worked for him and I could connect. So everything works fine until it gets to the part where I start up Bukkit and give my friend the IPv4 address.
It does not allow anyone in but myself, I have went into the server.properties and tried setting my IP address to my IPv4, still doesn't work, I would then leave it blank and it would not work. I believe this is a Bukkit side error and would like someone to help me?
