   when the bukkit built in permissions system is implemented will server owners be able to opt out of using it in favor of another permissions plugin.

   There will most likely be a way to translate your existing Permissions 2.7 config into the new system, but the new system is going to be a lot more flexible, so there will probably need to be at least some manual configuration.
