Boots Present for x-mas or Santa claus

Which serves this: It's a Dutch Plugin for a Dutch party (Santa Claus or x-mas) and i'd like to get what i want

What I want:
I want that people with OP get an chest with a kind of private.
People with OP can place the chest, and open the chest. And the people who's claim the chest.
Another people can't open the chest.
The player needs to click on the right side of his/her mouse and then comes the sign with the text must like:

First line: **-----------**
Second line: Schoentje van:
Third line: (playername)
Fourth line: **-----------**

So in short,
First a person with op type: /schoencadeau
The player needs to click on the right side of his/her mouse and the sign comes up. Another players can't open the chest ( players that can't open the chest please do the text: "Dit schoentje is niet van jouw." ) The player self and the person with op CAN open the chest.

Ideas for commands: Only /schoencadeau

Ideas for permissions: bp.schoencadeau

When I'd like it by: It doesn't matter.

I hope that the plugin go to works and is good or something.
