Filled BlockedMessages

Suggested name: BlockedMessages

What I want: I'd like a plugin to stop people asking for staff or items in chat, in a config there will be the blocked messages and a message to them that can be edited.

Example:

Person: "Can I Apply For Staff?"

Message To Them: "This Is A Blocked Message Please Do Not Ask This Again!"

Ideas for commands:
/bm help - shows all commands
/bm reload - reloads the config
/bm active - turn on the plugin
/bm deactivate - turns off the plugin

Ideas for permissions:
bm.* - get all permissions
bm.help - get all commands
bm.reload - reload the plugin
bm.active - active the plugin
bm.deactivate - deactivate the plugin

When I'd like it by: When ever, most likely thursday.

with PwnFilter I All ready have a plugin that will block swearing and spamming so its not the plugin i kinda need

Ive just seen and yes, but theres no fix for the problem on there (where the plugin didn't load)
