Block Breaking Speed Modifier

Suggested name: BlockSpeed (Extremely Open to change)

What I want: What I'd like to see is a plugin that changes the rate at which blocks break on a server. For example, this plugin would allow an obsidian block to break in one hit, or a dirt block to take 30 seconds to break. Assigning this property to blocks would also need to be contained within an area, e.i. using WorldGuard. Is this even within the realm of possibility?

When I'd like it by: Within 2 months would be nice!

Pstscrpt: From my very elementary understanding of coding, this doesn't seem to be a overwhelmingly difficult plugin to create, in fact I'm rather surprised it doesn't exist yet. Is this just me being ignorant to the difficulty of the task?
