"Blind" Fog Water Glitch

I recently encountered a major problem with my server. Whenever I dive into water, Minecraft's fog settings go way out of whack, and I'm blinded. Hard to explain, so I'll include screenshots later. When I started my server, this didn't happen; it's newly discovered. Basically, whenever a player goes underwater, they suddenly can't see anything. I've tried going underwater both in SinglePlayer and on other servers, and it works perfectly fine in both cases. I've also tried switching texture packs, to no avail. The glitch doesn't happen in lava, and when I change my render distance, the fog retreats slightly in closer render distances.

If you can help at all, it would be greatly appreciated. Thank you.

Can you list your plugins, there may be a plugin that is causing this.

this seems to be a pure client error, as fog is rendered by client only, i dont see how it wouldnt be replicated in singleplayer or other servers, though. are you running mods? (not plugins)

I'm not using any client mods whatsoever. Here are a list of plugins I have installed:
    ChatManager
    Deadbolt
    Essentials
    EssentialsChat
    EssentialsProtect
    EssentialsSpawn
    Exams
    HealthBar
    Modifyworld
    Multiverse-Core-2.4
    PermissionsEx
    ProtectionStones
    RandomLocation_v4.25
    Vault
    WorldEdit
    WorldGuard

Please note that the glitch was first found while editing the config.yml for RandomLocation_v4.25. However, even after uninstalling that plugin from the server and all its files, the glitch was still active.

    UPDATE:
I have just now created a second server, with minimal plugins, listed below:
    ChatManager
    Essentials
    EssentialsChat
    EssentialsProtect
    EssentialsSpawn
    Modifyworld
    Multiverse-Core-2.4
    PermissionsEx
    Vault
    WorldEdit
    WorldGuard

These are the only plugins I've installed, and yet the water-blinding glitch is still present, only on my server.

  7. I had same problem, and this is what i did.
i tought that maybe it was only the server so i made a new world ( in single player) and i was like "thanks god it is just the server" so i went back to the server and found out that the water was cleared up. no fog.
