Barrier plugin with permissions

Minecraft version: Bukkit 1.12.2

Suggested name: Barriers

What I want: Worldguard barriers dont work with the prison plugin ranking sytem I use and when I try to add a group e.g C4 to enter the C region, it doesn't work. So I would like a plugin like worldguard barriers but instead of certain groups have permission to enter, people with the certain permission can enter. Also the thing that pops up in chat if you cannot enter the barrier can be edited in the config.

Ideas for commands:/Barriers wand - Gives a wand to the player who does the command, like a worldedit wand you select the first positon and 2nd position and do /Barriers Create (BarrierName) to create the barrier.

Ideas for permissions: Barriers.Enter.(NameOfTheBarrierSection) allows players to enter the name of a barrier section. Barriers.Create allows players to create barriers. Barriers.Delete allows players to delete barriers.
