Auto Rank Will Donate if always updates

There's a vast number of them on BukkitDev.

AutoRank up is a really, really common plugin.

 

CommandsEX has this, just select it from the builder page.

The part of it that does it is called PlaytimePromotions. Specify a rank you want to promote to, then set the time in minutes when they get promoted and what rank they have to be (or 'any'), rinse and repeat
