Preferably using Vault. Ideas for commands: /addareapermission {region name} {permission} - would give users {permission} when they are inside {region name}. Ideas for permissions: areapermissions.use - allows you to use /addareapermission Example: I could type /addareapermission portalroom modifyworld.access.* And anyone within the region PortalRoom would have the modifyworld.access.* Permission, but when they left that permission would go away.
