@Jamesol1 How would an ip be verified? And how would you see the difference between a bot and a player?
I don't know how well Mojang's built in proxy protection works, but if I understand you correctly then prevent-proxy-connections=true in Minecraft server.properties would work for you. It prevents connections using a proxy. I do recommend explaining the request a bit better, without relying on an already existing plugin.
