It's an open source solution to spam which blocks IPv4 addresses and URL's, as well as many configurable options and many more features to come that will surpass many of the other current anti-spam plugins. http://dev.bukkit.org/server-mods/antipub/
SpamGaurd still works without bugs with the latest version of minecraft. A whole new plugin did not have to be created when there are also other plugins that work.
The latest version it was built for was CB 1.3.2-R1.0, and although it *might* still work with the latest CB it's unsupported and with no new development, no new features will ever be added. Thus, other plugins must be made to accomplish needed development and features that SpamGuard would otherwise not offer.
