Antbuild-like Plugin, Without Essentials Needed

I need a plugin that will allow me to whitelist which blocks can be built or broken. I know essentials antibuild does this, but I do not want to muddle through disabling every other essentials feature. If possible, it would be preferable if the blocks could be whitelisted via console commands, but at this point anything will do. Many thanks!

(Oh and to add an item to the WL, do /wl add <block>

 

The command doesn't seem to be working. Also, is there any way to whitelist breaking of certain blocks as well> I apologize for any inconvenience, and I'm sorry I wasn't clear that first time. I'd really appreciate it if you could continue helping me out.
