Solved All Explosions but Creepers work?

    Edit: Was a problem with essentials protect & world guard. Removing Essentials protect solved the issue as I wasn't using it anyway no harm no foul.

    Check the __global__ flags in that world, there are a few that could affect it. mob-greifing and creeper-explosions are two I can think off of the top of my head.

    Edit: Still Not Working

    I now have Region: __global__
    Flags: pvp: Allow, tnt: Allow, mob-damage: allow, creeper-explosions: allow, other-explosions: allow, lava-flow: deny, water-flow: deny.

    Still won't let those darn creepers do damage to terrain or people?

    By default they are allow. You can try setting them to see if it makes a difference.
