A simple plugin that sends a HTTP GET request to an url

What I want: I need to trigger a webhook once the server finishes booting, when it's possible to start connecting to it. I think that the plugin should have a small config with the URL, and all it should do is, when the server starts up send a simple HTTP GET request to that URL.

I tried to achieve this with MyCommand and AutorunCommands, but I just can't get it to work, all other commands execute correctly, but the CALL_URL doesn't work at startup, and it doesn't work on command blocks neither, so I couldn't think of any other solution rather than a plugin just for that.
