   Is there JUST a plugin (not world edit) that makes the map smaller?
   
   To make it less laggy I suppose?

   I think you mean that you want to delete parts of the map.
   I'd suggest using an external editor (MCEdit) because you can do it much safely in that, instead of using commands within the game itself.

   BorderGuard is the best plugin to do that, simple and effective. If the thing you want is to force the world generator to stop generating world, well, I think that this is impossible.
