You can't (most of the time including this) change something that is client side. You can with a mod on the client but not with a plugin.
You are messaging the player their own information. Create a player killer and then get their health and name and send it to the person who died.

You will need to make your own ItemStack parser from the items in the config.

When you run it, it is the error that comes up that basically tells you where the problem is. Do you get any errors?
Log each item dropped in a hashmap and store the player's name or uuid. If you need to you can save it to a config if necessary.

TGRHavoc yea but bukkit has an object by the name of Main so he would be better off with lower case main.

I am not going to write out all the code. Do you have ProjectileHitEvent? If not make that event and check if the projectile is an Arrow.
Change your class name from Main to main.
1. Get a test server, test it, and give us the stack trace.
2. Next time put the code in this format so we can read it:
When use an arrow hit event and check if the shooter is a player.
Then check if they player has the permission.
If they have it make...
