Global Time setting permission

Hi, I am trying to use the Global time plugin so that all my worlds stay in sync with the default world. I want to do this because I use TMI wich has shortcut buttons for time of day in the items menu. The problem is when you use the shortcut buttons it only changes the time of day for the default world. I have to change the time of day via multiverse in game command to change the time of any other world I am in at the time. Does anyone know how I can set it up so that the time changes for all worlds when I change the time? As for the Global Time plugin, I cannot figure out how to make it work, it does not seem to generate a yml file when I start the server with it. The only instructions on the site are to set permission GlobalTime, how do I set this permission in the permission folder?
