pvp not working no modify world and pvp is true in server.properties

hey guys i just wanted to ask why pvp isnt working i checked server.properties and it is true and i dont have mdify world on enable here are my plugins

You need to show us your permissions config? If you are using modifyworld then its PEX. Lets see that yml.

Make sure you have the global pvp flag set to whatever you want it to be, in WorldGuard
