Add block to spout without SpoutMaterial.

    Hi, i've add new block to bukkit, no problem for this but i need now to add block with spout because all say it's better.

    But, how i can without SpoutMaterial? Because with spoutmaterial, we haven't so much possibility.

    Spout isn't really ready yet for adding new blocks. It's only in development.
