[FORMATTED][ECONOMY] Pay for the weather (sun, no rain)

A bit about me: I am a server owner. Server name is RoyCraft. And I love MineCraft and Bukkit.

What I want: Is there or can someone make, a plugin that someone pay for weather change?
Please make this work with iConomy, and please make a config file were I can set the amount of money someone must pay to change the weather (or default $250).
I haven't seen a plugin simular with this. If you have seen a similar plugin, please post that.
I've CB 1337. Use OP-system.

Ideas for commands:
/stoprain, /startrain, /day, /night, etc. It will cost the money I have set.

Ideas for permissions: None. I use OP-system. Please let OP also use this command. (Players and OPs have the same 'permissions')
