Just wondering for clarity's sake.. What kind of mods are you thinking of? What is similar to what you're asking for? Why does that plugin not work for your needs? For your "Low member in society", I do believe you mean something similar to iConomy. Just start them off with a low amount, and make them "work their way to riches" through any means you think they should. For Block Griefing, look towards BigBrother (SQLite) or LogBlock (if you have MySQL) For Hacking, there's NoCheat. Very versatile at catching those griefers. And for Xray, there's quite a few Ore obfustication plugins out there.
