OP benefits doesnt work for everyone

hi, i have problem on my server
op should have some benefits (flying with spacebar/shift, "items chooser" instead of inventory...)

what "does" this benefits? not everyone has it (for example - i had it, server was restarted, i dont have it now)

or some plugin does it? (spout, worldedit?)

You need to type a command to toggle this feature, as an OP - You can use this command to do so.

/game-mode <playername> 1 - This will put the player specified into Creative Mode
/game-mode <playername> 0 - This will put the player specified into Survial Mode

There are some plugins that make doing so easier, and a bit more user friendly - There is a tonne of them, i'm not sure which one will be best for you, so here is a quick search link.
