Okay, I updated, reinstalled my plugins... now everyones automatically an op!?

Well. You can kind of see the problem by reading the title. I have the newest craftbukkit version. Pretty much all my plugins are up to date. Everyones rank is okay in permissions. But everyone is an op and when I use /deop and /reload it doesnt change? They have all admin powers because of this and I don't know what to do. Is it to do with bukkit, my folder, or minecraft? I will load my folder if anyone wants to take their time to look through the mess... help would be GREATLY APPRECIATED!! Thanks!

And.. Never mind. My folder is too large. HELP WOULD STILL BE APPRECIATED GREATLY!
