Mod: Could ban and kick
Admin: Could Ban, Ipban and Kick

seriously? Bukkit has a build in permission system but you can extend the functionality with these plugins:

really?the dude is new to bukkit...i bet lots of you are that noob when started using bukkit(no offense @Epicelmobap)

You set the color with a Permissions system - prefix and suffix. Also you need a plugin that adds functions to the suffix and prefix, in this case colorize the display name. HeroChat is the best one imo but any chat plugin should work, for example iChat etc. there are many.
I suggest choosing a Permission System, watch a tutorial about it,
choose a chat plugin and watch that.

I don't use it but I'm pretty sure all it is is build flag.
That mean player with this permission players CAN modify the world.
You use that if you don't have another protection plugin like WorldGuard, so you can allow only certain groups to build/destroy.
