I know somewhere between 1185 and 1240 events were added for dirt blocks turning into grass blocks and visa-versa. So my guess would be worldguard, towny, and essentials as culprits. As for which one(s) I dunno.

As for the sheep growing back their wool. They do that now? I've never seen a sheep grow back it's wool ever. Nor do I see anything on the minecraft wiki about wool growing back. In 1.8 animals are saved with the world. So unless you kill the sheep after shearing them an area will eventually be nothing but naked sheep. I'm constantly getting on to people on my server for not killing them then griping about every sheep being wooless. Old habits are hard to break for most people, I suppose. :)

I fixed the problem via setting my Residence config in the global flag for firespread: true (from false). Worldguard prevents my firespread but it seems residence thought Grassspread=firespread :3
