I've talked with my users and we decided to go bleeding edge and start a 1.8 server as soon as it becomes available. However, we also want to keep our old map using Multiverse2 but don't want the problem of chunk collisions.

Is there some way to LOCK a world from generating chunks while still allowing building but on a per-world basis?

I'm not sure what you mean by 'chunk collision', but with Multiverse you'll be able to import your 1.8 world easily, and /mvtp or portal between the two. You can even make the 1.8 world your primary world by setting this in server.properties (level-name=).

If you're concerned about new chunks generating in your existing world, the only method I can think of is to set a border (WorldBorder plugin is excellent).

Thanks for the tip. What I'll probably do is before 1.8, I'll set a border and generate the chunks in it to make the current world in to a disc shape. Then once 1.8 is out, do like you said and swap the new 1.8 world as the primary.
