    Whats your upload speed

Also that CPU might be part of the issue, but its less likely. Whats your average load on the Core java uses? To clarify I am not asking for your total CPU usage, just the core minecraft runs on.

In sever. properties there is a view-distance. If you set this to 15 it gets rid of a lot of the lag. Well it did for me.

Another option is to maybe consider using a VPN like hamachi? I know a lot of people are against it but for me it made a lot of difference.

I'm running a low-spec machine (1.6Ghz Dual core, serve has 2GB of ram) and with 5 players on at the same time I don't particularly have any problems with lag...

Oh and make sure you aren't trying to devote all your memory to the server. If I was you, I wouldn't have more than 10GB on the server itself.

This all helped me, but I don't know if it will help...

If you want to check CPU Load or Percent usage you can use the command "top" in SSH.

That would cause a larger Network (and possibly CPU) usage by a large factor... (as that is radius) And it not recommended on larger servers. Especially if they are already having lag issues.
