Redstone and Liquids Aren't Working

I'm currently running Craftbukkit b. 1000 along with a bunch of plugins (listed below). I updated Bukkit yesterday along with the majority of my plugins, and ever since my users have been having trouble with water blocks and various redstone contraptions. Water (and lava!) both flow far more slowly than they should, in the case of water moving even slower than regular lava. Redstone repeaters do not work at all anymore, and redstone circuits take forever to change state. Falling sand and gravel are acting strangely as well.

Everything other than that is running fine. No block lag to speak of, CPU and RAM are within normal, and the map loads just fine. No console spam or errors on startup. Running craftbukkit with no plugins seems to fix the problem, but disabling individual plugins has no effect. Starting on a new map doesn't seem to help either.

    I'm running Craftbukkit b. 1000 on a Centos VPS with 2gb RAM.
    Plugin List:
BigBrother 1.10 (Using MySQL), BorderGuard, CommandBook, CraftBook, DeathMessagePlugin, EffectiveArrows, Factions, Firelord, iChat, iConomy, iConomyChestShop, MobBounty, MrFixit, MyWarp, NoCheat, Odditem, Permissions (Pre-3.x), PermissionsPlus, Runecraft, StealthLogin, WorldEdit, WorldGuard

I've run this server for 7+ months and never been this stumped before, so any help would be greatly appreciated!

I too have a problem with Redstone, Specifically repeaters aren't turning on when powered and/or not turning off when unpowered. I have a video on my youtube channel of a redstone powered mushroom growing room that quit working after I upgraded to CraftBukkit 1000. If I roll back to a previous version, the circuit works, but on 1000, the repeaters don't toggle when the power running to them is turned off...

Update all Plugins; if it doesn't help, disable all plugins and then keep enabling them again one by one, until the error occurs.

In case anyone else is still having this problem, I found that it was being caused by CommandBook 1.5.2. I fixed it by using my lazy admin skills to delete it and reinstall Essentials (had it before, tried CommandBook because Essentials likes to spam my console).

I just confirmed. I installed Essentials and it's fine now.

This is because you guys locked the time with commandbook. Unlock the time and everything will work like normal.

I don't lock time. I upgraded my jar to 1.5.3 DEV and everything works fine in my server now..

The config file might've automatically locked the time on server start up. Every problem described is caused by having the time locked.

Im locking the time, and even with 1.5.3 dev, this still happens. Any way around this?
