Rent a World Guard Region

Suggested name: RGRent

What I want: Id like to allow players to rent out prebuilt worldguard regions in the spawn area. That way they can make their shops in a hub of player activity.

Ideas for commands:

/rgRent <regionName> <time>
- grants build access to player for specified region
- When their rent period is over the worldguard region gets reset and permissions are removed.
- Has a configurable cost based on <time>
- Configurable minimum and maximum rent time that players cannot surpass.
- If the player types the command a more times it will add on rent time.
- Configurable max amount of regions that can be rented

/rgAdd <playername>
- Allows another player to have build permissions on their rented region.

/rgUnrent <regionName>
- Refunds amount of money left over from rent period.
- Resets the world guard region to how is was before the rent period.
- Doesn't allow player to unrent until they have removed all of their placed blocks in the region.
