Ban all blocks and allow a few ones

What I want: I'm trying to do my own version of "r/place" on Minecraft.

So I need a plugin that bans all blocks and lets me whitelist what blocks do I want to allow.

Again: All blocks are forbidden by default, that means you can't place or break that forbidden blocks until I decide which ones are allowed.

Ideas for commands:

/pmc allow (block id or block in hand)
/pmc reload

When I'd like it by: Whenever you can
