Plugin that slowly deletes every chunk that you go in

Suggested name: ChunkDelete

What I want: I'd like a 1.14 plugin that slowly deletes the chunk that you are in, except the bottom layer of bedrock. I want it to take around 2 seconds to delete a 1x16 area of the chunk. I want water and lava to stay there, and the chunk to not delete again if you place something in it and enter it. Also, I want the spawn chunks to stay there no matter what.

Ideas for commands: /chunkdelete start, /chunkdelete stop

When I'd like it by: Whenever!

Just clarification you want it to be removed? Like broken? You fine with particles?
