Permission to break/place certain spawners

Suggested name: Permission Spawners

What I want:
I would like permissions to mine and place and certain spawners. Note: I use SpawnersPlus to control my silktouching spawners, I need a permission to see if the player can break it at all though. Each individual spawner needs to have an individual permission, for example:

permspawners.50 #Permission to mine and place a creeper spawner
permspawners.91 #Permission to mine and place a sheep spawner

Players are able to mine and break no spawners as default.

If players arn't able to mine a specific spawner I want them to receive a custom message.

The plugins I have tried for this have been worldguard, antibuild, essentialsXantibuild and permissionblocks. Some didn't work with spawners, others allowed xxxx.* and not -xxxx.50 for example.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: player.canread. Set it to false if they can't read this post.

permissionspawners.[mobid] #allows player to mine and break that specific spawner
