Filled PerWorld teleport

In first, sorry for my bad english but I'm french.
I see for 2 hour in a lot of web site for this plugin but the only plugin that as saw is on this forum but the link was deleted....

Suggested name: PerWorldTeleportation

What I want: I want a plugin that disable the teleport to player in other world.
I What that you can teleport to a player if that's player ARE on the same world if you are on World1 (for exemple) and the player that you want to tp in World2 You can't tp to him.
Permission: PerWorldTp.bypass (to bypass the teleport to player in the same world)
Commands: any command
yes ..no??
Yay I want a plugin with custom message like that (fore exemple) : "The player is on an other world, you can't teleport to him" and I want that I change that in config.yml .

Commands: /tpa, /tpaccept
Permissions: teleport.delaybypass (default players have to stay still for a few seconds before teleporting).
It should override Essentials' tpa and tpaccept (which I'm assuming is what you're using? If not, please let me know!).
