I have a Spigot 1.8 server. So, I have a spawn area in a world and I'm trying to claim that to make sure players can't break blocks e.t.c. on it. Whenever I claim it, I get an error message, like this: http://prntscr.com/hor9df However, when I do /rg list, the region is there. I try deleting the region, I get same message yet in /rg list it is gone. I claim again, get same error, yet the region is there. This somewhat concerns me. Try using WorldGuard 6.2 instead of 6.2.1. The one you have installed currently is listed as "for MC 1.12", while 6.2 is listed as "for MC up to 1.11". You can find all versions here.
